SITWA's Consultations on Strategic Planning Held in Eastern Africa

The Strengthening Institutions for Trans-boundary Water Management in Africa (SITWA) is a European Union-funded project implemented by GWP and ANBO to build the capacity of Basin Water Organizations (BWOs) in Africa to enhance their positive contribution to integrated management of trans-boundary water and environmental resources, and to sustainable socio-economic development

The regional consultations in Eastern Africa were supported by GWP Eastern Africa Secretariat as part of wider consultations being conducted across Africa to tap on the rich and diverse experience of Basin Organizations (BOs) in formulating a strategy and action plan for ANBO.

The two-day workshop was held in Kigali on August 1-2, 2014 with the following specific objectives:

(a)  Introduce tor regional stakeholders the on-going EU-funded project - Strengthening Institutions for Trans-boundary Water Management in Africa (SITWA)

(b)  Assess the key needs of Basin Organizations in Africa with respect to technical assistance and capacity building

(c)  Collect views of stakeholders in the Eastern Africa region on the potential future roles and structure of ANBO

(d)  Gather view on potential partners in the East Africa region who could facilitate the work of ANBO

(e)  Collect suggestions on possible actions to feature in the 10-Year Strategy and 5-Year Action Plan of ANBO

The following stakeholders attended the workshop:

  • Lake and river basin organizations - Nile Basin Initiative (NBI), Nile Equatorial Lake Subsidiary Action Program (NELSAP), Eastern Nile Technical Regional Office (ENTRO), Lake Victoria Basin Commission (LVBC), Lake Kivu and Ruzizi River Basin Authority(ABAKIR), Lake Tanganyika Authority (LTA)
  • Regional Economic Community Secretariats – the East African Community (EAC), Intergovernmental Authority on Development (IGAD),
  • Members of the African Ministerial Council on Water (AMCOW)
  • Regional Power Pools - Eastern African Power Pool (EAPP), EAC Power Sub-sector;
  • Civil Society Organisations
  • Other key stakeholders in trans-boundary water management – Water Ministries in Kenya, Tanzania, Burundi, Rwanda, Uganda, South Sudan, Sudan and Ethiopia);

The consultations were very successful and generated a lot of discussions and suggestions on future activities. Specifically, the following outputs were realized:

(a)  SITWA project was introduced to stakeholders in the Eastern Africa region; at the end of the consultative workshop there was greater awareness of both SITWA and ANBO amongst the participants;

(b)  Key needs of BWOs in the region with respect to technical assistance and capacity building were identified, discussed and prioritized;

(c)  Potential future roles for ANBO were proposed after extensive discussions;

(d)  Proposals were made for potential partners that could facilitate ANBO operations in the region; also identified were potential co-founders or sponsors of ANBO programs; and

(e)  A detailed action plan for consideration in development of the ANBO 5 year Action Plan was prepared.

The greatest achievement of the regional consultation was to increase knowledge and raising interest in ANBO and SITWA in the Eastern Africa region. This is expected to lead in the near future to increased membership and greater activity amongst BWOs of the Eastern Africa region.

Announcement: Short-term consultancy Services

GWP Eastern Africa was constituted in 2003 by stakeholders to support the sustainable development and management of water resources at all levels in the region. It focuses on achieving the vision, mission and strategic goals of GWP global through approved workplans and budgets. It is based in Entebbe, Uganda.


One of GWPEA key partners to convey its messages and reach out to various stakeholders is the media. GWPEA values its crucial role and is constantly engaged in media relation initiatives, building the capacity of media practitioners and journalists to pick interest in water and climate change reporting so that there is an increase in number and quality of related stories in the media.

GWP Eastern Africa Organized a Regional Training on IWRM Tools for Reducing Drought Risk Management

The Global Water Partnership, Eastern Africa in partnership with the Ethiopian Ministry of Water, Irrigation and Energy, the Nile IWRM-Net/ Cap-Net and Water and Land Resource for Ethiopian Country Water Partnership (WLRC) organized a Regional Training on Drought Risk Management and Integrated Water Resources Management (IWRM) in Addis Ababa, Ethiopia from 15-19 June 2015.

BURUNDI CWP General Assembly Committed to Mobilize Local Resources

On 26 March 2015, the Burundi CWP held its ordinary statutory general assembly meeting in Bujumbura to discuss several issues icluding review of  progress towards activity achievement for the year 2014 and strategy for the implementation of  Bu CWP’s Action Plan for the year 2015.

GWPEA Joined Uganda to Celebrate the World Water Day


The World Water Day was commemorated in Uganda on Monday, 23 March 2015. The celebration ceremony took place at the new premises of the Directorate of Water Resources Management in Entebbe under the theme of Water and Sustainable Development.

GWPEA Organizes a Regional Meeting on IDMP_HoA

From 25-26 September, the GWPEA program known as “Integrated Drought Management Program in the Horn of Africa (IDMP HOA) “organized a stakeholders’ meeting in Nairobi, Kenya following a scooping exercise to assess the drought resilience status in 8 countries in the Horn of Africa. The countries include Djibouti, Eritrea, Ethiopia, Kenya, Somalia, south Sudan, Sudan, and Uganda.

Burundi Water Partnership Presents its Five Year Engagement Strategic Plan to Partners

The Five Year (2014-2018) Strategic Plan for Burundi Water Partnership was presented to development partners on 25 September, 2014 in Bujumbura. The conference that was opened by the Assistant to the Minister in charge of water (MEEATU) aimed to create a platform to raise funds for the implementation of activities contained in the different project proposals of the strategic plan for water resource management and climate resilience.
