Cultural and Technical Communications for One Belt One Road in Work Package 4 also relates to the cross-regional cooperation is designed by GWP China and the Dalian University of Technology Power Press. The proposal is reviewed and approved by the Ministry of Finance (MOF) of the PRC who advocates OBOR. Unlike in Work Package 1 focusing on personnel interaction and capacity building or trainings, it is mainly sponsored by MOF with 3-year fund and going to disseminate key knowledge or information regarding water technology, culture, tourism via its digital publication platform with related countries.
The Dalian University of Technology (DUT) Power Press is under the preparation for “Cultural and Technical Communications for One Belt One Road (OBOR)” sponsored by the Ministry of Finance of PRC in three years (2017-2019).
The strategy “OBOR”, also named “Go Out”, aims at setting up cooperation relationship between China and its partner countries on OBOR that refers to two routes, one running westward from China and crossing central Asia and eventually reaching Western Europe, and another linking China with Southeast Asia, South Asia and Africa before arriving in Europe.
The DUT Power Press is the regional partner of GWP China. For several years, it has engaged in the promotion of OBOR from cultural and technical aspects. Upon the academic strengths of water construction and maritime, the DUT is rich in research, technology and knowledge of water and marine, and impact of climate on water and ocean. In addition to its conventional disciplines, the DUT Power Press has invested labour, technology and fund at OBOR.
One of key outcomes is to establish a digital platform upon bigdata. It will be resulted with a comprehensive platform collecting all resources of literature, thesis, multimedia, etc. regarding OBOR history & revolution. It will be in Chinese, English, Russian and Arabic that are main official languages of the countries on OBOR. The mission and vision of the WACDEP meets in common with the DUT Power Press’s Programme regarding sharing knowledge, technology, education, culture and tourism and communications with other countries for cross-regional collaboration. Multiple linguistics and digital communication media would accelerate exchanges between countries or regions regardless of physical distance.
