Stage 1 Support - Identifying Challenges

The aim of Stage 1 of the SDG 6 IWRM Support Programme is to strengthen IWRM monitoring and reporting nationally, in order to identify critical areas for attention.

Through Stage 1 activities, the Support Programme engages with countries to foster a stakeholder-inclusive reporting process around SDG indicator 6.5.1 by convening workshops or consultations to collect official country data on the degree of implementation of integrated water resource management (IWRM). This process strengthens SDG 6.5 national monitoring and reporting frameworks by identifying critical areas for attention. The opportunities and challenges identified in Stage 1 can then be built upon in Stage 2, IWRM Action Planning.

Under Stage 1, the Support Programme has assisted the SDG reporting process in more than 70 countries so far. The Support Programme supported 36 countries in the 2017-2018 baseline assessment of SDG indicator 6.5.1 and 61 in 2020 for an update of the indicator. Explore which countries we have assisted in reporting on SDG 6.5.1 through multi-stakeholder consultations on our Results Map.

Our commitment is ongoing and we will be supporting countries in the next round of data collection which is previewed for 2023.

Beyond financial support, we provide technical assistance to countries in organising multi-stakeholder national consultations to gather country data for SDG indicator 6.5.1 reporting. This assistance consists of, but is not limited to, a Support Package, the aim of which is to explain how a multi-stakeholder consultation processes can be facilitated around the completion of the SDG 6.5.1 survey, providing tools and guidance to that effect. Further support is provided through an online training for facilitators course, in English, French and Spanish. This course is aimed at all those interested in organising a multi-stakeholder consultation process on SDG indicator 6.5.1 and helps them to fully understand what that indicator is, how it is calculated, as well as both the importance of involving multiple stakeholders and the practical means of involving those different stakeholders. 

In 2020, over 2400 participants took part in the consultations in 61 countries, and 89% of respondents reported that the consultations greatly or satisfactorily met their objectives.

Furthermore, the SDG 6 IWRM Support Programme concluded a review and analysis of the effectiveness and legitimacy of multi-stakeholder processes implemented in Stage 1 processes for the SDG 6.5.1 2020 data drive.
