Action 4 - Update Law 44 pertaining to River Basin Committees

In 2021, under the leadership of the Ministry of Environment and with the technical and financial support of GWP Central America, a number of consultation workshops were organised with the participation of stakeholders from the public sector, civil society, the private sector, academia, international cooperation and water sector authorities. As a result, the IWRM Action Plan (PAGIRH2022-2026 was developed with the objective to implement concrete actions for advancing in IWRM in Panama. The following action was defined as part of that process and identified as a priority action included in the action plan. 

The purpose of this action is to revise Law 44 of 5 August 2002 concerning the River Basin Committees. In particular, it aims to target issues related to access to financing sources and to increase civil society engagement under a gender approach. In addition, it aims to integrate detailed assessment tools, environmental land use plans and basin management plans.
