A Ceremony Marked by Recognition and Continuity
The ceremony unfolded in four key segments: the opening, official addresses, testimonials from Steering Committee members, and the closing. In his opening remarks, Mr. Abdoulaye SENE, Chair of the Steering Committee, praised Mr. Houanye’s leadership and strategic vision, which helped strengthen GWP-WA’s catalytic role in water governance across West Africa. He congratulated him on his appointment as Executive Secretary of the Niger Basin Authority (NBA), while expressing full confidence in Mr. Coulibaly’s ability to ensure a smooth transition.
Mr. SENE emphasized that in a world facing multiple crises, unity and solidarity remain the pillars of the network. He called on all stakeholders to continue advancing GWP-WA’s mission with determination and cohesion.
Seven Years of Commitment: Mr. Houanye’s Legacy
In his address, Mr. Houanye expressed gratitude to the successive Chairs of GWP-WA, his colleagues, and the network’s partners. He highlighted several key achievements during his seven-year tenure, including:
- Strengthening existing partnerships and signing new strategic agreements
- Expanding the project portfolio, including a GEF-funded initiative and a support program for the Green Climate Fund
- Consolidating regional initiatives with Country Water Partnerships (CWPs) in several countries and extending outreach to new ECOWAS member states
- Increasing financial mobilization, with locally sourced funding inceasing from 2018 to 2024, and optimistic projections for 2026
He also acknowledged ongoing challenges, particularly the reliance on core funding, and encouraged continued collaborative and strategic approaches to consolidate gains and mobilize resources.
Commitment and Vision: Mr. Coulibaly’s Priorities
In his remarks, Mr. Sidi Coulibaly paid tribute to his predecessor’s leadership and human-centered approach. He accepted his new role with humility and commitment, pledging to ensure continuity, safeguard the network’s achievements, strengthen team cohesion, and maintain open dialogue with partners. He expressed his intention to foster innovation and ensure a smooth and constructive transition until the appointment of a new Executive Secretary in early 2026.
