Water security and climate resilience in West Africa: WAEMU mobilizes its youth

The West Africa Economic and Monetary Union (WAEMU) Commission, with the support of Global Water Partnership West Africa (GWP-WA), is organizing a regional capacity-building workshop for young people on the theme “Water security and climate resilience in West Africa: Opportunities for youth employability and entrepreneurship.”

This workshop is part of the implementation of the WAEMU's 2019–2030 IWRM Action Plan, an operational version of the Common Policy for Environmental Improvement (PCAE). It also ties in with the West African Water Resources Policy (PREAO), developed jointly by the WAEMU, ECOWAS, and CILSS commissions.

The initiative responds to the commitments of the United Nations 2030 Agenda, adopted in September 2015, which calls for inclusive mobilization and global partnerships to transform our societies in a sustainable manner.

Both vulnerable to crises and bearers of innovative solutions, young people are a strategic force in the WAEMU area. Their creativity, commitment, and ability to bring people together are essential levers for driving sustainable, inclusive, and equitable development.

"GWP-WA is proud to provide technical support to this initiative, in line with its mission to promote integrated, inclusive, and sustainable water resource management. Our contribution aims to equip young people, structure investment opportunities, and strengthen local capacities so that youth-led projects are viable, innovative, and aligned with regional policies," said GWP-WA Acting Executive Secretary Sidi Coulibaly at the opening of the workshop. This process, he explained, is fully in line with the Sustainable Development Goals, particularly those related to water (SDG 6), climate (SDG 13), employment (SDG 8), and reducing inequalities (SDG 10). It also contributes to the implementation of the Paris Agreement by integrating young people into adaptation and mitigation strategies.

In a context marked by worsening water and climate challenges, this workshop brings together young leaders, entrepreneurs, and experts from across West Africa. It aims to:

  • strengthen their skills in designing, financing, and implementing sustainable projects;
  • promote their employability in the water and climate sectors;
  • stimulate green entrepreneurship and local innovation.

Youth groups and networks are playing an increasing role in achieving the Sustainable Development Goals (SDGs), particularly those related to water, climate, and environmental governance. The Youth Parliaments for Water in the WAEMU region illustrate this participatory dynamic.

The opening ceremony was presided over by Mr. Mahamadou GADO, Commissioner in charge of the Department of Agriculture, Water Resources and Environment (DAREN), in the presence of Mr. Sidi COULIBALY, Acting Executive Secretary of GWP-WA.

In his speech, Commissioner GADO praised the mobilization of the 114 young participants online, reaffirming the WAEMU Commission's commitment to supporting initiatives promoting water security and climate resilience. He then declared the workshop open.

Youth organizations involved in water resource management, climate change mitigation, and sustainable development from the eight WAEMU member states are participating in this virtual workshop, which runs until August 21, 2025.
