IDMP WAf, partners satisfied with the first year of implementation

The Integrated Drought Management Project in West Africa (IDMP-WA) made its internal assessment of the first year of project implementation and discussed the existing national plans during a meeting.

The meeting, held in Ouagadougou from 8 to 10 December 2015 was an opportunity to discuss the main actions undertaken during the first year of implementation of the project. Among these actions the review in detail of the initiatives / institutions in Burkina Faso, Niger, Mali and at regional level, starting the establishment of national and regional platforms of exchanges on integrated drought management, the development by CWP and their partners of demonstration project documents, the identification of training needs for stakeholders and also the preliminary exchanges with the ECOWAS/WRCC to advocate for the development of regional guidelines ondrought.

Participants

Participants noted with satisfaction the implementation pace of the project manager and the level of collaboration established with different partners in the three countries. Thus the national directorates of meteorology, national services responsible for the management of environmental issues, civil society organizations presented their national strategies and their contribution to the implementation in synergy with regional organizations such as IUCN, CILSS, UEMOA, WASCAL, including the WRCC.

The main constraints identified revolve around the weak mobilization of financial resources and the need to involve some key actors in the implementation process of national platforms given the cross cutting nature of drought as well as the monitoring of the impacts of capacity building and knowledge management actions.

IDMP being a project to alert, it is important that CWPs with other national partners mobilize additional financial resources to implement actions that are deemed necessary for the integrated management of drought in the country. GWP-WA will provide support to facilitate these actions.

Participants also discussed the planned actions of the second year that corresponds to the start of the IDMP cruising phase. Concrete actions on the ground will be realized through the implementation of pilot demonstration projects, capacity building for actors and the continuation of the actions defined by the regional and national platforms.

In all, 25 participants representing some regional institutions like WAEMU, IUCN / PACO and WASCAL and national and private organizations from Burkina Faso, Mali, Niger like Country water partnerships, national weather services, local NGOs, agriculture and research institutions and those in charge of drafting national plans / strategies on drought and climate changes took part in this meeting.

Some participants recommended specifically that the collaboration between GWP and WMO in the management of this project be reflected at the national level or that the project enables to establish a drought database in the three countries with a list of key resources persons in the 3 countries on drought.
