BACKGROUND

The Global Water Partnership (GWP) is a global action network of partners supporting countries and regions in the sustainable development and management of water and related resources worldwide. The GWP network is supported by a global secretariat (Global Water Partnership Organisation (GWPO), which is an intergovernmental organization based in Sweden), 13 Regional Water Partnerships, and 76 Country Water Partnerships.

GWP Central and Eastern Europe (GWP CEE) is a Regional Water Partnership, bringing together GWP network partners in the Region, including governmental, non-governmental, research, and private sector institutions. It implements core activities supported by GWPO as well as projects including notably the Horizon and Interreg programmes. GWP CEE further supports the Country Water Partnerships established in 11 countries of the region (Bulgaria, Estonia, Hungary, Latvia, Lithuania, Moldova, Poland, Romania, Slovakia, Slovenia and Ukraine), and more broadly supports all countries and partners in the region in the sustainable development and management of their water resources.

GWP CEE operates as a civic association registered in Slovakia. It is governed by a Regional Council led by a Regional Chair and comprised of the Chairs of the CWPs, which sets strategic orientations for the partnership. The coordination of the network and operations are managed by a Regional Secretariat, headed by the Regional Coordinator. The Regional Secretariat has a staff size between 5 to 8, depending on projects signed and is located at the Slovak Hydrometeorological Institute in Bratislava, Slovakia. Part of the team is working remotely.

GWP CEE areas of focus include particularly mobilising stakeholders, sharing knowledge and supporting action on Integrated Water Resources Management, on drought management, and on nature-based solutions. The partnership also places a high focus on engaging youth.

 

SCOPE OF THE POSITION

Project Manager will develop the topic of innovation transfer and scaling across technology-human behaviour/engagement and policy nexus in disaster risk reduction, nature based solution, integrated water management, and water related climate adaptation. They will lead organisation of various participative and innovative transfer events and products in multi-stakeholder projects. They will be active in resource mobilisation across GWP CEE's portfolio, project implementation and project management. The Project Manager will be integrated in the Global Water Partnership Central and Eastern Europe (GWP CEE) Secretariat. The Secretariat is based at the Slovak Hydrometeorological Institute in Bratislava, Slovakia. S/he will be accountable to the GWP CEE Regional Coordinator and working closely with other project managers and administrative and finance coordinator.

 

MAIN RESPONSIBILITIES AND TASKS

1. Project Coordination and implementation

  • Implement projects, including content development, coordinating partners, and leading the development of the project agenda. Performing quality control, providing technical guidance, content reporting, financial monitoring, and reporting.
  • Ensure knowledge and innovation transfer for individual projects and within and outside of the GWP network.
  • Contribute to and cooperate with Financial and Administration Officer on a sound financial reporting for projects.

2. Resource Mobilization

  • Prepare or lead preparation for designing and submitting project proposals for financing in international funding schemes (HE, CREA, Interreg, Erasmus, GCF, ...)
  • Identify funding sources within international funding schemes and public or private donors relevant for development of GWP CEE programmatic activities.

3. Administration

  • Manage project activities within budgets, manage budgets. Compile the inputs for reporting, organize working meetings to implement the project, organize travel related to projects, both in terms of content and logistics, in compliance with relevant GWP Guidelines. Contribute to preparation of expert's subcontracts.
  • Participate in Regional Council meetings and other meetings called by GWP CEE Regional Coordinator
  • Undertake any other relevant activities requested by GWP CEE Regional Coordinator.

4. Qualifications

Proven work experience

  • Minimum of 3 years of work experience as a project manager (or equivalent position) in international multi-partner projects.
  • Experience with coordination multi-actor and inter-sectoral cooperation, including experts from government, academia, civil society, cultural and private sector. Experience with Horizon projects or equivalent is especially welcomed.
  • Working in two or more key areas: disaster risk reduction, floods, drought, knowledge and innovation transfer, participative processes, science-art cooperation, climate change adaptation, nature-based solution, integrated water resource management
  • Minimum 3 years work experiences in fundraising and proposal development in international consortia for international funding schemes. Experience as lead partner, proposal coordination, or evaluator experiences are an asset.
  • Ability to organize and plan effectively and strategically, with high ability to lead multi-parters team, and prioritize.

Background

  • Educational background (minimum master's degree) in (one or more of following fields) geography, sustainability studies, social science, disaster risk reduction, knowledge and innovation transfer, environmental governance, environmental science, geoscience, sustainability finance. Background in statistics is welcomed.
  • Knowledge and experience in EU and other funding schemes, donors, and suitable foundations in the CEE region and beyond
  • Knowledge of global and EU environmental standards and frameworks (e.g., the Paris Agreement, Sendai Framework, SDGs, Green Deal, EU Strategies, Directives and Policies) and their relevance for CEE
  • Good knowledge of water, climate, environmental challenges, and societal challenges related sustainability in the CEE region are an asset.

Skills

  • Fluency in English is essential, language proficiency in at least one CEE language is an asset.
  • Excellent written and oral communications skills, and ability to communicate with different partners and targeted audiences.
  • Proficiency in Microsoft 365, and ability to use of different tools for teleconference, and online events. Experience with R Studio based data analysis and / or R-programming language are an asset.
  • Team-oriented attitude, and ability to overtake leadership and work independently.
  • Excellent organizational and networking skills, good time-management, and effective working style.
