GWP WA the World Water Forum in Dakar 2022

The 9th World Water Forum held in Dakar from 21 to 26 March 2022 under the theme “Water Security for Peace and Development” focusing four priorities, which are «Water and Sanitation Security», «Water for Rural Development», «Cooperation» and «Tools and Resources».

In addition to the fact that its chair being the co-chair of the Forum’s organizing committee, GWP WA was represented by the Executive Secretary, Mr. Armand HOUANYE, the communication and knowledge manager, Mr. Sidi COULIBALY, the Projects manager, Mr. Maxime TEBLEKOU who got involved in various activities and initiatives giving some visibility to their actions in the region.

Bilateral meetings

The Executive Secretary, Mr. Armand HOUANYE met and discussed with many partners to exchange on ongoing, new and potential collaborations.

He met on 23March with the executive directorate of the Mono Basin Authority and the Sahara and Sahel Observatory delegation to discuss on the support GWP-WA and OSS are bringing to the MBA to access climate funding with both GEF and the Adaptation Fund. Project proposals have been submitted with encouraging first returns. The discussions helped to fine-tune the assigned tasks and clarify coming steps for a successful collaboration.

ABV_GEFThis meeting was following by another one with the Executive Directorate of the Volta Basin Authority (VBA) and Christine Haffner-Sifakis, GEF Africa Porfolio Task Manager, Ecosystem Division, Marine & Freshwater Branch of UNEP to exchange on the next steps leading to the official launch of the ReWARD project in the Volta Basin funded by the GEF. The ReWARD project is co-developed and will be implemented by UNEP, IUCN and VBA and GWP together with the six riparian countries. The project is due to be launched in May 2023.

SL_GWPOn 23 March, a delegation of the National Water Resources Management Agency of Sierra Leone also met the Executive Secretary to exchange on ways and means to establish a Country Water Partnership in Sierra Leone. Ten years ago, the attempts to establish one in the country failed due to many reasons including the fact that the country was involved in a great reform process of the water sector. The Director General, Mr. Junisa Patrick Bangali Esq. and Mohamed Sahr E Juanah, Director, Hydrological Services, after some consultations in the country are organizing stakeholders to push for the establishment of a CWP. Sierra Leone is with Liberia the two ECOWAS countries with no CWP at date.

Public Presentation of the case studies document

The World Water Forum was a great opportunity to publicly introduce the capitalization document GWP-WA has just released documenting eleven (11) work experiences done in various countries in West Africa. The document intitled "Partnership action for water security and climate resilience of populations and ecosystems in West Africa" is presenting the results and lessons learned from eleven initiatives among many others that have been prepared and implemented. The document compiles eleven case studies from West Africa, on various themes and issues in a work that summarizes the key issues of water resources management, investment, water integrity, transboundary waters cooperation and climate change adaptation.

These initiatives have been identified for capiltalisation because of the contribution of each of them in understanding and/or contributing to the solution of one or more issues related to water resources management, mobilizing investment for water, integrity in the sector, transboundary waters cooperation and climate change adaptation at different levels.

The event was attended by many participants and chaired by Mr. Abdoulaye SENE, chair of GWP-WA who signed copies for the Volta Basin Authority, Mono Basin Authority, FAO Dakar office, the Permanent Secretariat of IWRM Burkina Faso and Directorate General of water planning of Senegal who were all present at the event. A dedicated copy was also given to Senegal and Gambia rivers authorities. 

Participation at side events

GWP-WA was involved in several events including PowerPoint presentations on 24 March both by:

- The Executive Secretary at the Special Session “Improving Water Governance: from ArmandKnowledge to Action” focusing on the case of Water Climate & Development Programme in Africa (WACDEP). The presentation brings out the background from the Sharm el Cheick Declaration how from the existing knowledge WACDEP Program was designed to enhance Institutional & Technical Capacity to apply Strategic Framework for Water Security and Climate Resilient Development, to influence policy development & build climate resilience of local communities and how the results and lessons learned from WACDEP Implementation were captured and disseminated.

- The Projects officer, Mr. Maxime TEBLEKOU who presented the impacts of the first Maxime_TFTCphase of the project #TonFuturTonClimat jointly implemented with the International Secretariat of Water in Benin, Burkina Faso and Togo. He declined the progress made in the implemetation of the second phase. #TFTC is a project funded by the Governement of Quebec, GWPO, SDC, Agence de l’Eau Picardie focusing the capacity building of rural and semi urban youth in the three countries to contribute to climate resilient agricultural development of their communities.

- Youth events were organized in the youth space to which the project officer took part together with the three youth delegates.

Senegal CWP engaged for ecological water management

PNES_Eau ecologiqueOn March 22, during a side event coordinated by the Ministry of Environment and Sustainable Development and the Country Water Partnership of Senegal, discussions focused of the management of ecological water. Senegal is a country where the water stress a major stake and major stakeholders need to conjugate efforts to manage water and natural resources for the benefit of ecosystems. A panel debate comprising the CWP chair, a representative of the Ministry of Environment, a mayor, a representative of IUCN shared experiences, drawing paths for joint actions and inviting the audience and authority for more responsible actions to prevent all negative effect activities and prevent ecosystems.

CWP Senegal signs a partnership agreement with AEWEN

The Country Water Partnership of Senegal and the Africa Europe Water Energy Network (AEWEN) seized the opportunity of the 9th WWF and signed a cooperation agreement that will allowed the CWP to implement some activities in Senegal.
