Mali, SC of the IWRM Support programme discusses the necessary reorientation

The Malian Minister of Energy and Water, Malick Alhousseïni, presided over the opening ceremony of the Steering Committee of the Joint Water Resources Management Support Programme (PCA-GIRE) met on May 31st in Bamako. In attendance was also the Swedish Ambassador, the representative of the Dutch Embassy and the Chair of CWP-Mali.

This programme has achieved great results in the last three years of implementation including investments in the treatment system in the industrial zone of Sotuba, strengthening the technical capacities of the National Directorate of Hydraulics, the General Directorate of the Water Quality Laboratory in Mali and Guinea, improving the monitoring of water resources and the development of decision support tools. According to the Ambassador of the Kingdom of Sweden in Mali, the Programme is facilitating the involvement of women in the decision-making process around water.

Mr. Felix Hoogveld, 1st Secretary of the Embassy of the Kingdom of the Netherlands, acknowledges that PCA-GIRE has contributed to the good management of the water stress that populations were facing in 2017. Thus, thanks to the programme's recommendations, off-season crops, which consume water such as rice, have been avoided. However, says the representative of the Netherlands who is the first financial partner of the PCA-GIRE, the programme would have recorded more results if the Malian Government was more committed, underline the lack of political will of the Malian authorities through the non-application of the texts on water.

According to Minister Malick Alhousseïni, the year 2017 was marked by an important stage in the life of the Joint IWRM Support Programme. He pointed out the mid-term evaluation, with conclusions and recommendations that had been the subject of several discussions. Following these exchanges, a process of reorientation of the IWRM-CAP was launched. "The main challenge in 2018 is to reorient the programme activities on the basis of the conclusions and recommendations of the mid-term evaluation mission”, says the Minister.

Concluding the meeting, the Steering Committee approved the technical and financial report for the year 2017, the work plan and the budget for 2018. The participants also adopted the roadmap for the reorientation of the programme's activities for the remaining time.
