A previous lack of clearly defined roles and jurisdictional responsibilities within the water sector led Zambia’s government to take action and establish the National Water Supply and Sanitation Council, which is presently responsible for the main water policy principles. From this case, it can be concluded that any reform process is inherently political, and requires the full commitment of its policy makers to correctly balance financial and political objectives.
In Slovenia, water is extracted for drinking water, energy, fish-farming, irrigation and technological purposes. In order to avoid over-extraction, an Environmental Flow framework has been implemented, assessing within what limits water can be extracted, using hydromorphological, hydrological, hydraulic and ecological criteria. The case shows that it is important to combine policy decisions with expert evaluations.

Participants from the eight implementing countries and seven key partner agencies shared achievements to date, lessons learned, and challenges to come in implementing the Programme.
The Tanzania Water Partnership (TWP) was launched in Feb 2004 as the 8th CWP in the Southern African Sub Region. After its launch, the CWP addressed the needs of the 2002 Water Policy, and deliberated on strategies that could assist the government in the implementation of the Integrated Water Resource Management (IWRM) Institutional Setup. West Africa has ten aquifers and some countries have no other alternative water resources than groundwater.
In Romania, water is subjected to deteriorating quality. In rural areas, 70% of the population depend on small scale water supply systems, which are often exposed to human and animal manure. To combat this, the project Safe Sanitation, Health and Dignity was initiated. This project shows that programmes could connect local communities, regional and national authorities, and contribute to the realisation of the allocated targets of the protocol of water and health.

Le continent africain possède le plus grand nombre de bassins fluviaux transfrontaliers qui, collectivement, couvrent 64% de la superficie de l’Afrique et contiennent un peu plus de 93% de ses ressources en eau de surface. Même si une ressource en eau partagée est source potentielle de conflits, elle représente également un immense potentiel en termes de croissance économique du continent africain où, par exemple, moins de 4% de l’eau disponible est utilisée et moins de 7% du potentiel hydroélectrique est développé.
