To increase agricultural productivity, the Ministry of Agriculture and Irrigation has encouraged many farmers to organise water users groups. Yields are to be increased through the collaborative and efficient participation of beneficiary farmers engaged in irrigation. This has led to efficient water distribution throughout the managed watercourse. The most important lesson learnt is the importance of the strengthening of each water user group.
An Expert Task Force of the joint GWP/OECD project “Global Dialogue on Water Security and Sustainable Growth” has presented provisional results of research into the economics of water security. Although still a work in progress, some striking patterns stand out, and the experts believe this could be a game changer in the quest for a dedicated water goal in the post-2015 development agenda, as the Sustainable Development Goals (SDGs) are to be decided upon.
The national Water Policy Dialogue, having engaged more than 100 Tunisian stakeholders within the past year (2013-2014), concluded with the launch of the National Report “Water Governance in Tunisia: Overcoming the Challenges to Private Sector Participation” held on 9 June 2014, in Tunis. The Report is the outcome of the multi-stakeholder Policy Dialogue and includes a diagnostic analysis of the key governance bottlenecks to private sector participation (PSP) in water supply and sanitation services as well as concrete policy recommendations for overcoming them.
The Prut River is subjected to cross border pollution. Action was taken by the Eco-Counselling Center to initiate a project to facilitate a regional, trans-boundary approach, to enable the multi-stakeholders involvement and to ensure transparency and participation on the Draft Prut River Management Plan. This case highlights an applicable approach to improving water policy and management through stakeholder integration and cross-border cooperation.
Water and its management is becoming not just a local but a global priority. The UN Rio+20 Declaration emphasises the need to establish a green economy as the means to achieving sustainable development while protecting and improving the world’s natural resources. Water is increasingly seen as a central plank of the green economy. It is embedded in all aspects of development – food security, health, and poverty reduction – and in sustaining economic growth in agriculture, industry, and energy generation.
The goal of the Global Water Partnership South Asia (GWP SAS) is to work towards meeting water challenges through partnerships and promote Integrated Water Resource Management (IWRM) in South Asia.
GWP Southern Africa has participated in national and international dialogues focusing on water in the post 2015 development agenda. The dialogues form part of the UN national dialogue (post Rio +20) process which will feed into the development of the UN post 2015 Sustainable Development Goal(s).
For centuries the Upper Guadiana Basin has been irrigated with groundwater, resulting in a drop in the water table of more than 20 meters. Actions were taken to address this issue, including regulations restricting aquifer abstraction and economic incentives to encourage farmers to improve irrigation efficiency and plant alternative crops. The key lesson learnt is that surface and underground waters cannot be managed separately.
