Water demand management and water supply management constitute two different ways of addressing human water use. Dniester river basin is a transboundary basin shared by Moldova and Ukraine. Throughout the Soviet era, the water quality deteriorated severely. After the USSR was dissolved, a bilateral agreement was signed by Moldova and Ukraine on the joint use and protection of water resources. This cooperation framework is based on the contributions of network of local authorities. This case illustrates the importance of cooperation among all key stakeholders.

To increase agricultural productivity, the Ministry of Agriculture and Irrigation has encouraged many farmers to organise water users groups. Yields are to be increased through the collaborative and efficient participation of beneficiary farmers engaged in irrigation. This has led to efficient water distribution throughout the managed watercourse. The most important lesson learnt is the importance of the strengthening of each water user group.
