As an implementing partner in delivering components of the GiZ Transboundary Water Resources Management Programme Phase III in SADC, GWP SA is supporting stakeholder and Capacity needs analysis in the Limpopo and Orange-Senqu River Basins. This exercise falls under Programme 6 – Stakeholder Participation, under the “Mainstreaming Climate Change into the Water Sector within the SADC Region”.
The Lake Basin Development Authority was set up to manage the entire catchment area of all rivers draining into Lake Victoria. However, its performance was not to the expectation. A further, action was taken to decentralise management and priority was given to achieve access to basic water requirements for the poor, as well as quality of water and improving availability of water for livestock and irrigation. The key lesson learnt is the importance of a participatory approach.
Water and its management is becoming not just a local but a global priority. The UN Rio+20 Declaration emphasises the need to establish a green economy as the means to achieving sustainable development while protecting and improving the world’s natural resources. Water is increasingly seen as a central plank of the green economy. It is embedded in all aspects of development – food security, health, and poverty reduction – and in sustaining economic growth in agriculture, industry, and energy generation.
