Chile: System of households’ water use subsidies (#404)

In Chile, water has been privatised. However, in order to make sure that access was still available to all strata of society, the privatisation was accompanied by a robust regulatory framework, including a system of direct subsidies for drinking water consumption and sewage services for low income households. This case thus illustrates that in case of privatisation, a direct subsidiary scheme should be considered.

Promoting Social Change (C8)

Changing the behaviour of water users and water managers towards more sustainable practices is a necessary step in achieving water security. However, this requires changes of deeply held attitudes in individuals, institutions, professionals, and social organisations to encourage a more water-oriented society. By definition, social change instruments are not neutral: the positive aims that one person might pursue with their behavioural change could be considered destructive by others. Therefore, it is important to be clear on the goal (what to change) and on the method (how to change).

Brazil: An innovative management model for rural water supply and sanitation in Ceará State (#411)

A large proportion of Brazil’s population is lacking access to water and sanitation, and development is slow, in particular in rural areas due to lack of funds and political will, but also due to inefficiency in the resources allocation. Action has been taken by the State of Ceará to implement the model called Integrated Rural Water Supply and Sanitation System, illustrating that the most important component of attaining sustainable management is user participation.

GWP at UN General Assembly on Water Cooperation

Responding to the invitation of Member States, a High-Level Interactive Dialogue during the sixty-seventh session of the General Assembly in New York on 22 March 2013 World Water Day, was held at the same time as the official celebrations in The Hague, to mark the 2013 International Year of Water cooperation and the twentieth anniversary of World Water Day (A/67/204).
