Rapid urbanisation has led to widespread settlements of floodplains, resulting in widespread vulnerability of livelihoods. Since traditional approaches are no longer sufficient, a more integrated flood management approach was realised to adapt to changing social, hydrological, and environmental conditions along the nation’s major waterways. Indonesia is a country with two season, dry season and rainy season. During the dry season, drought has been a problem for society, industry and agriculture. There is not enough water to drink, cleaning, and washing for society. For farmers, it can be crop failure, late harvesting which make farmers lost their fund and start cropping from beginning. And for industry, there is also not enough water to run the business.

Steadily shrinking for decades due to unsustainable irrigation policies, the Aral Sea is under increasing pressure, making both allocation and availability major challenges. Action has been taken and the Basin Economic Allocation Model has been developed as a long-term decision support system to facilitate putting “value on water use”. This demonstrates that economic models can be applied to assess economic value maximization of different water uses.
