To increase agricultural productivity, the Ministry of Agriculture and Irrigation has encouraged many farmers to organise water users groups. Yields are to be increased through the collaborative and efficient participation of beneficiary farmers engaged in irrigation. This has led to efficient water distribution throughout the managed watercourse. The most important lesson learnt is the importance of the strengthening of each water user group.
Encouraged by regional developments, Mali initiated the process to implement IWRM. This was done in three stages: 1) a project team and a Steering Committee were set up to define the management and steering framework of the project, 2) a situation analysis was developed and discussed with broad stakeholder groups and 3) a provisional Action Plan was prepared. This case study illustrates the key moments and events of the process of elaboration of the IWRM.
Water and its management is becoming not just a local but a global priority. The UN Rio+20 Declaration emphasises the need to establish a green economy as the means to achieving sustainable development while protecting and improving the world’s natural resources. Water is increasingly seen as a central plank of the green economy. It is embedded in all aspects of development – food security, health, and poverty reduction – and in sustaining economic growth in agriculture, industry, and energy generation.
Wathersheds of Tacana originate on the volcano, with both shared by Guatemala and Mexico. This region is of great strategic importance for both countries since they supply water to a large number of residents in the cities located downstream and are the main source of irrigation water for agriculture. In the lower reaches, fishing is an important source of income.
The Great Ruaha River is important in terms of the utilisation of its water for agriculture, meeting the ecological needs, and the generation of hydroelectric power. During the early nineties, a series of zero flows in this previously perennial river alerted the authorities to hydrological and environmental change. A project was initiated to investigate the reasons and possible solutions. This case illustrates the critical role and benefits of long-term, large-scale, interdisciplinary research in approaching complex problems.
With the collapse of the USSR, the water sector seized to be subsidised leading to deterioration of basic infrastructure. Action was taken to partially transfer the responsibility for operation and maintenance of irrigation systems to water users. Nonetheless, this has had limited success because it has been seen as an additional cost rather than benefit. This illustrates that for this to work, the returned benefits need to be higher than the costs.
River Indio’s watershed is the source of water supply for the growing demand in the metropolitan area of Panamá. However, due to extensive human activity and mismanagement the area has been affected by extensive deterioration. Action has been taken to reinforce natural resources restoration and water resources conservation, grounded in government strenthening and integrated management. Important lessons can be drawn from this in terms of IWRM, as it sets a clear example of active participation of the communities and the local authorities.
Over twenty (20) lecturers and researchers from universities across the Caribbean will meet in Barbados at The University of the West Indies (UWI), Cave Hill Campus for the first-ever Integrated Water Resources Management (IWRM) Knowledge Management Workshop to be held in the region on June 5th and 6th, 2013.
