The Costa Rican government decided to revise its system of water use levy when it became evident that it was disproportionately low. Action was taken by key stakeholders to reconstruct a design of the water use levy to reflect two basic elements of water charge: water use rights and environmental water services. From this experience, the most important lesson is that political will must support legal and technical works when reforming economic instruments.  

The legal and regulatory framework of water utilities in Peru provides opportunities for local financing of investments. Despite this, the sector remains heavily dependent on public financing. Action has been taken by the World Bank to initiate a study investigating the barriers to local private funding. This case study illustrates that public loans, private loans and equity investment are appropriate to fund the necessary investment. 

GWP Hungary organized for the 5^th time the national final of the Danube Box competition on 19 May in Budapest. The competition was hosted as each year by the Geological Institute of Hungary.

Water is a core developmental issue; it affects almost every activity within the wider economy and society, including migration, land use and settlement growth and changes in industrial activity. Consequently, the developments that do not necessarily relate to the water sector per se – for example national energy and food policies – are yet always closely connected to water. Setting goals on water use, protection and conservation, must be based on policies that take into account these various interconnections.

First workshop of the Integrated Drought Management Programme in Central and Eastern Europe was held on 15-16 October in Hodrusa Hamre.

GWPSA has also been tasked by the Southern Africa Development Community (SADC) Water Division with the organisation of the SADC Multi-stakeholder Water Dialogues for the past five years. The dalogues have been held under the general tag of "Watering development in SADC"

Under the theme, “Water, Energy and Food Security: Call for Solutions”, more than 1,000 water professionals from India and abroad participated in the first India Water Week in April, in New Delhi. GWP participated in the “COP 11 of the RAMSAR Convention”, the 11th Meeting of the Conference of the Parties to the Convention on Wetlands entitled “Wetlands: Home and Destination” on 5-10 July in the Parliament Palace in Bucharest.

As a co-organizer of the East Africa Young Water Professionals Conference held in Rwanda’s capital Kigali, December, 2012, GWP Eastern Africa contributed to the adoption of Water Declaration directed to government decision-makers in East Africa and beyond.
