First, the focus is on communities and countries. Why? Because that is where the collective action happens to bring about change. In development jargon it’s called a multi-stakeholder approach. Put simply, it’s about all water users (that’s everyone) coming together to solve water problems.
Second, the other focus is on water management. Why? Because, contrary to popular belief, water crises are more of a governance failure, not (always) because of water shortages. You name it: inappropriate price regulation, lack of integrity in finances, lack of technical knowledge, unfair allocation, pollution, etc. – get the picture?
