The Enabling Environment (A)

A proper enabling environment establishes the rights and assets of all stakeholders (individuals as well as public and private sector organizations and companies, women as well as men, the poor as well as the better off), while ensuring for environmental quality. The enabling environment essentially consists of “rules of the game” that are laid out as to achieve a sustainable balance between the social, economic and environmental needs for water. These rules can be defined by the use of: (1) Policies; (2) Legislative Frameworks; and (3) Financing and Investment Structures.

The Roundtable "Role of Mass media and Public in Water Saving Promotion" under initiative by SIC ICWC was held by the Ecological Movement of Uzbekistan jointly with the Embassy of Israel in the Republic of Uzbekistan on 13 November 2013 in the La Grande Plaza Hotel in Tashkent.

About the project

Stemming from the realisation of the inherent linkages between governance and the mobilisation of financial resources for the water sector, the aim of the Governance & Financing for the Mediterranean Water Sector Project has been to diagnose related bottlenecks and identify plausible and realistic recommendations to help overcome them.

Ivory Coast: CWP meets the water resources directorate

    The CWP Ivory Coast met on August 12 the new Water Resources Director to exchange on opportunities for enhancing collaboration between the two.
    The Director hoped that the CWP can support his directorate in raising awareness and informing the population on some basic documents adopted and not well known. These include water policy documents, decrees of the water code, mobilization strategies on the IWRM PLAN financing, the operationalization of PLANGIRE through projects, waste of water. Complementarity of actions of the two structures was noted by the interlocutors.

    Mekrou Project in Burkina, reducing conflicts is an important asset for development

    Mr. COMBARI Diadonné Amidou, the mayor of Matiacoali is very enthusiastic with the material delimitation of the route for the cattle transiting from Niger to Benin. Every year the transhumance creates lots of conflicts between cattle breeders and farmers leading at time loss of life. The Prefect of Matiacoali is more specific on “the issue of conflicts between these two groups is a crucial reality in this area. The tribunal of the department has registered an average number of 18 conflicts between August 18 when I started service here and December 2016. The delimitation of these corridors for the benefit of the population will contribute to reduce drastically the conflicts”.
