Le continent africain possède le plus grand nombre de bassins fluviaux transfrontaliers qui, collectivement, couvrent 64% de la superficie de l’Afrique et contiennent un peu plus de 93% de ses ressources en eau de surface. Même si une ressource en eau partagée est source potentielle de conflits, elle représente également un immense potentiel en termes de croissance économique du continent africain où, par exemple, moins de 4% de l’eau disponible est utilisée et moins de 7% du potentiel hydroélectrique est développé.
The Tanzania Water Partnership (TWP) was launched in Feb 2004 as the 8th CWP in the Southern African Sub Region. After its launch, the CWP addressed the needs of the 2002 Water Policy, and deliberated on strategies that could assist the government in the implementation of the Integrated Water Resource Management (IWRM) Institutional Setup. The Global Water Partnership Southern Africa (GWPSA) is an implementing partner for SADC providing programmatic support to the implementation of the RSAP III and is providing support to increasing engagement of stakeholders within the Phase III of the Transboundary Water Resources Management Programme. In the RSAP III, GWP SA is included as an implementing agent in delivering components of the SADC/ GIZ“Mainstreaming Climate Change in the SADC Water Sector”. The programme aims to ensure that more investments are made in the management and development of shared water courses and is being implemented under three work packages, namely:Work Package 1 (WP1) – Increasing and harnessing knowledge for us, Work Package 2 (WP2): Increasing stakeholder involvement; and Work Package 3 (WP3): Increasing Investments.
In this regard, GWPSA is facilitating four studies within the SADC region, under work package 1 – “Increasing and harnessing knowledge for use”, with the following objectives:
The Global Water Partnership Eastern Africa Secretariat held a consultative meeting with local government officials to garner consensus and local government’s feedback on the project’s objectives, intended outcomes, foreseeable challenges and steps to garner citizen participation and support for the WACDEP Trans-boundary project.
Cameroon actively works with a project to implement IWRM at national level. Action has been taken in a four stage process including the preparation of a national IWRM Action Plan. As a result of these measures, the foundation for IWRM Strategy and Action Plan has been laid and the strategic options identified. The key lesson learnt is that it is crucial to present key facts and results in a concise manner for effective participation in the future.
