Institutional Arrangements (B)

It is often said that the current water crisis is mainly a crisis of governance, much more than a crisis of water shortage or water pollution per se. In the context of IWRM, governance is defined as the range of political, social, economic and administrative institutions that are in place (or need to be in place) to develop and manage water resources in sustainable manners. This section identifies four institutional roles that must be fulfilled for water governance systems to achieve sound IWRM practices: B1 – Regulation and Enforcement; B2 – Water Supply and Sanitation Services; B3 – Coordination and Facilitation; and B4 – Capacity Building.

El Salvador Water Bill Goes to Congress

To celebrate World Water Day, the President of El Salvador through the Minister of Environment and Natural Resources, presented the General Water Bill to the National Congress on the 22nd of March. The Bill recognizes the human right to water. GWP El Salvador has been advocating for this billfor several years.

Germany: Innovative instruments and institutions in implementing the EU WFD (#369)

The EU Water Framework Directive requires measures to achieve good status of all waters by 2015. In Germany, it is not the federal government that is in charge of implementation but it is the responsibility of the county. To meet the objective, transboundary exchange of experiences was promoted by broadening the range of methods and tools available to water managers. From this study, it is evident that interaction with stakeholders plays a central role.

The GWP Technical Committee consists of up to 12 internationally recognised professionals selected for their experience in different disciplines relating to integrated water resources management. The Committee Chair is Dr Mohamed Ait-Kadi of Morocco.

Danube Art Master 2012: Czech Republic wins the competition

Bratislava, 8 October 2012. Czech children have won the "International Danube Art Master 2012" competition, as the International Commission for the Protection of the Danube River (ICPDR) and GWP Central and Eastern Europe announced today.

Country Consultations on Water Speak to post-2015 Agenda in Kazakhstan

The round table  "Role of water for sustainable development of Kazakhstan" was held on 4 April 2014 in Astana within the national consultations on the Millennium Development Goals (MDGs) and the National Program on Water Resources Development to Post-2015 in Kazakhstan.

India: A campaign for conservation of water bodies by water user groups (#246)

The district of Tikamgarh has faced severe water scarcity. Action was thus taken to implement concrete measures to restore the water bodies in the surrounding area. Together with relevant stakeholders, the district administration initiated and implemented the project. The key lesson to draw from this case is the need for the participation by all relevant groups.

GWP-C Helps Bring Together Caribbean Organisations in Water and Wastewater to Strengthen Regional Cooperation

The Global Water Partnership-Caribbean (GWP-C) together with the United Nations Environment Programme, Caribbean Regional Coordinating Unit (UNEP-CAR/RCU) and the Global Environment Facility’s Caribbean Regional Fund for Wastewater Management (GEF CReW) were able to successfully bring together over thirty (30) regional organisations working in the areas of water and wastewater in the Caribbean on April 28th and 29th, 2014 in Barbados.

GWP Caribbean Launches Water, Climate and Development Programme

The Global Water Partnership-Caribbean (GWP-C) has received the support of a number of  Caribbean Ministers with responsibility for water; senior government officials from different sectors; national and regional agencies; and key partners, all of whom attended the launch of the GWP-C’s Water, Climate and Development Programme (WACDEP) for the Caribbean on October 10th, 2013 in Barbados.
