Phnom Penh, the capital of the Kingdom of Cambodia, lies on the confluence of the Mekong and the Tonle and Bassac rivers. Rapid urbanisation has led to widespread settlements of floodplains, resulting in widespread vulnerability of livelihoods. Since traditional approaches are no longer sufficient, a more integrated flood management approach was realised to adapt to changing social, hydrological, and environmental conditions along the nation’s major waterways. Furthermore, the Ministry of Water Resources prepared a national flood management strategy. The crucial lesson is that the key to flood risk management is learning to live with flood risks. 

Climate change effects, including more extreme phenomena like droughts and floods, are likely to exacerbate the situation, both in the south and north of the Mediterranean. Adaptation measures require effective water resources management. Given that several climate-related aspects remain uncertain, ‘no-regret’ actions present a sustainable way for responding to challenges. Furthermore, aiming at adaptation-mitigation co-benefits through interlinking water, land, energy and environment interventions, could provide tangible solutions and promote innovation in the region.

GWP was one of the organizing partners of the Gender, Water & Development Conference held in East London from 3-7 November, 2014. The conference, hosted by the Department of Water and Sanitation, Water Research Commission, African Ministers’ Council on Water (AMCOW), Women for Water Partnership and others, attracted over 430 participants from 36 countries. Dr. Ursula Schaefer-Preuss and Dr. Ania Grobicki, GWPs Chairperson and Executive Secretary respectively, both attended the conference and gave presentations on GWP’s commitment to gender mainstreaming.

Building water security for development in a changing climate through the implementation of the Water, Climate and Development Programme (WACDEP), is an initiative of the Global Water Partnership (GWP).

Integrated Water Resources Management (IWRM) approaches seek solutions at basin, local, national and regional level going beyond administrative borders. Environmental considerations and ecosystem services are in the heart of IWRM.
