In order to achieve water security for an area, decision makers need to not only understand the physical resource itself, but also its surroundings and the possible impacts that their management decisions have on those surroundings. For that reason, a good planning process should include social, environmental, economic, and risk assessments.

GWP Peru carried out the First Dialogue on National Development and Water Security in the context of Climate Change Adaptation on March 1, 2013, at the National Water Authority Auditorium in Lima. Its aim was to involve and sensitize actors across all sectors on the tight links among water management, adaptation to climate change, and sustainable economic growth.

Irrigation infrastructure is crucial for economic development in Fujian. However, due to incomplete water management, the existing water facilities do not satisfy the current development.  Action has been taken by the infrastructure department of Fujian provinces to cooperate with local farmers and organisations to explore participatory management and new mechanism of local water management. This case indicates that direct involvement of water users will result in rational use of water resources. 

“An integrated approach to managing and developing the world’s water resources is vital for not only driving world economies, ensuring human well-being and security from hunger, but can also serve as an essential building block for enhancing coherence on adaptation,” said Dr. Ursula Schaefer-Preuss, Chair of GWP at a side event at the Bonn climate change negotiations. “Water is the connecting link because climate impacts are largely felt through the medium of water,” she said.

The Prut River is subjected to cross border pollution. Action was taken by the Eco-Counselling Center to initiate a project to facilitate a regional, trans-boundary approach, to enable the multi-stakeholders involvement and to ensure transparency and participation on the Draft Prut River Management Plan. This case highlights an applicable approach to improving water policy and management through stakeholder integration and cross-border cooperation.

The Global Water Partnership Southern Africa (GWPSA) in partnership with the Ministry of Water Resources Development and Management (MWRDM), today launches the Water, Climate and Development Programme (WACDEP) for Africa in Zimbabwe. The launch, which is in the form of an Inception Workshop is being held on 10 and 11^th April 2013 at the Holiday Inn, Harare, Zimbabwe

In Vietnam, there are two kinds of RBO; 1) The Management Board of River basin Planning (MBRBP), established and managed by Ministry of Agriculture and Rural Development (MARD) in a period from 1999-2001 in compliance with Law on Water Resources 1998. 2) The Committee for Environmental Protection of River Basin (CEPRB), established and also managed by the Ministry of Natural Resources and Environment (MONRE) during the time 2009-2010.

Climate change has long-since ceased to be a scientific curiosity, and is no longer just one of the many environmental and regulatory concerns. It is the major, overriding environmental challenge of this time facing decision makers, planners and regulators. 

The new national water policy has now been approved by the Government of India.
