Water Governance & Financing Policy Dialogue in Palestine: building up on the technical findings during the 2nd multi-stakeholder consultation workshop

The Second Consultation Workshop of the Palestinian Water Policy Dialogue, within the Union for the Mediterranean project Governance & Financing for the Mediterranean Water Sector, was organised under the patronage of H.E. Mazen Ghuneim, Minister and Chairman of the Palestinian Water Authority (PWA), by the Global Water Partnership – Mediterranean (GWP-Med) in Ramallah, on 6 May 2015.

China: Yangtze River Basin Climate Change Adaptation and Vulnerability (#403)

The Yangtze River Basin has been severely affected by climate change. To address this, the Yangtze River Basin Climate Change Vulnerability and Adaptation Report has been drafted to evaluate the impact on representative ecosystems and water resources, and pinpoint adaptation strategies. The experience has demonstrated that good adaptation measures should consider not only climate itself, but also other factors, such as economy, technology, as well as social and cultural norms.

Creating an Organisational Framework - Forms and functions (B1)

According to the Dublin Water Principles, (1) water resources are to be firmly brought under the State’s function of clarifying and maintaining a system of property rights, and (2) through the principle of participatory management, the State asserts the relevance of meaningful decentralization at the lowest appropriate level. In other words, regulatory and compliance powers have, on the one hand, the responsibility to establish policies and regulations in relation to physical water resources, but on the other hand, also need to articulate how the people and institutions are in fact managing these natural resources.
