A large proportion of Brazil’s population is lacking access to water and sanitation, and development is slow, in particular in rural areas due to lack of funds and political will, but also due to inefficiency in the resources allocation. Action has been taken by the State of Ceará to implement the model called Integrated Rural Water Supply and Sanitation System, illustrating that the most important component of attaining sustainable management is user participation.
Rapid urbanisation has led to widespread settlements of floodplains, resulting in widespread vulnerability of livelihoods. Since traditional approaches are no longer sufficient, a more integrated flood management approach was realised to adapt to changing social, hydrological, and environmental conditions along the nation’s major waterways. Furthermore, the Ministry of Water Resources prepared a national flood management strategy. The crucial lesson is that the key to flood risk management is learning to live with flood risks.
The 5th WACDEP Technical Coordination Workshop took place in Kigali, Rwanda, 23-28 September. The main purpose was to share experiences and discuss the coordination of implementing WACDEP in the participating GWP regions and countries. WACDEP is a joint AMCOW-GWP programme on water, climate, and development.
The national Report entitled “Water Governance in Jordan: Overcoming the Challenges to Private Sector Participation” was launched during the Third Workshop of the Water Policy Dialogue in Jordan and in the presence of H.E. Basem Telfah, Secretary General of the Ministry for Water and Irrigation, as well as a wide range of stakeholders, including authorities, utilities, donors, civil society and private sector, in Amman, on 4 June 2014.
WACDEP Zimbabwe held a Catchments and Sub-Catchments Consultation and Action Planning Workshop from 12-13 September 2013, in Kadoma, about 140km south-west of Harare. The workshop with the aim of contributing towards the review and submission of written comments for the first draft of the National Climate Change Response Strategy for Zimbabwe (NCCRS) attracted over 65 participants (chairpersons from some of the 47 Sub-catchment and 7 Catchments in Zimbabwe, and officials from MWRDM and Zimbabwe National Water Authority (ZINWA). The Gambia officially launched a new Country Water Partnership (CWP) in 2011, joining the other 12 West African CWPs that have been formed since the beginning of GWP's activities in West Africa. Now, all countries in the region except Liberia and Sierra Leone have set up a CWP.
The countries in Southern Africa are at very different stages of implementing Integrated Water Resource Management, and have different experiences in this regard. It is, at this point, useful to take stock of the process and to examine opportunities for improved IWRM implementation in the various countries. The GWP SA, supported by the African Development Bank (through the Multi-donor Water Partnership Programme), put in place a project to examine the status of IWRM implementation in southern Africa and to develop recommendations for the way forward. The EU Water Framework Directive requires all EU member states to achieve satisfactory water quality of all waters by 2015. Although each country is individually responsible, cooperation over transnational water resources is required. In the Körös/Crisuri river basin, a project was initiated using the expertise and experience of Hungary and Romania, involving all key stakeholders. The key lesson is the importance of public participation.
In Slovenia, water is extracted for drinking water, energy, fish-farming, irrigation and technological purposes. In order to avoid over-extraction, an Environmental Flow framework has been implemented, assessing within what limits water can be extracted, using hydromorphological, hydrological, hydraulic and ecological criteria. The case shows that it is important to combine policy decisions with expert evaluations.
