The Associated Programme on Flood Management (APFM) and the Integrated Drought Management Programme (IDMP) are joint initiatives of the World Meteorological Organization (WMO) and the Global Water Partnership.

About 120 representatives of competent institutions, authorities, regional and national NGOs, academia, representatives of the private sector from the Drin Riparians as well as international organizations and donor countries participated in the 2nd Drin Basin Multi-Stakeholders Conference (Tirana, Albania, 10 -11 December 2013).

Members of the Regional Council are nominated by their respective Country Water Partnerships for three-year terms, with possible extensions for another three year period.

On 18 December 2013, Indonesia Water Partnership re-introduced Tool Box to 14 participants who came from Government, Professional, University, and NGO. Resource Persons came from: Government (DG Water Resources, Ministriof Public Work); Private Companies, NGOs, Highe Education (University). Indonesia Water Partnership (INA-WP) as an organizer and Co-organizer was Directorate of Water Resources, Ministry of Public Work, Republic of Indonesia. For the very first time, Southeast Asian countries have prepared an overall overview on WRM Financing, where it is linked to the GWP message: finance and good water governance are inextricably linked.

With one of the lowest per capita freshwater resources in the world, China have been investing in and seeking new ideas and methods for improving both supply side and demand side management of water resources. This has included numerous experiments in “eco-compensation”. These experiences demonstrate that eco-compensation should be considered as a potential tool for Integrated River Basin Management to address financing shortfalls, identify management pitfalls, and convince key stakeholders to participate.

This publication is part of the ‘Integrated Drought Management Tools and Guidelines Series’, compiled by the Integrated Drought Management Programme (IDMP). This Handbook of Drought Indicators and Indices is based on available literature and draws findings from relevant works wherever possible. The handbook addresses the needs of practitioners and policymakers. The publication is considered as a resource guide/material for practitioners and not an academic paper. This publication is a ‘living document’ and will be updated based on the experiences of its readers. The indicators and indices detailed in chapter 7 of the handbook are also available online at www. droughtmanagement.info. IDMP encourages water managers and related experts engaged in the management of drought around the globe to participate in the enrichment of this publication.

The 2013 Global Water Partnership-Caribbean (GWP-C) Media Awards on Water has been extended to May 12th, 2013.
