Elisha is a Water Resources Management Expert with over 30 years of experience. He graduated with a MSc Engineering Hydrology degree from Newcastle Upon Tyne (UK) and has also done a number of short courses on water resources management including Practical Applications of short term Climate Predictions to Water Resources Management at Lamont-Doherty Earth Observatory of Columbia University, New York, and Integrated Water Resources Management with emphasis on groundwater at Rissho University, Japan.

He has worked as Deputy Chief Hydrologist in the Government of Zimbabwe and also at Zimbabwe National Water Authority as the National Research and Data Manager. He was appointed the Programme Manager for Pungwe Transboundary River Basin Integrated Water Resources and Development project, implemented by the Government of Mozambique and the Government of Zimbabwe with support from Swedish Government. One of the outputs he coordinated under this programme was successful negotiations and the historic signing of the Pungwe Shared Watercourse Bilateral Agreement between the Government of Mozambique and the Government of Zimbabwe.

He was appointed Project Coordinator for the first phase of the BUPUSA transboundary Tri-basin project implemented by GWP on behalf of SADC, which focused on the Buzi, Pungwe and Save River Basins shared by the Government of Mozambique and Zimbabwe. He facilitated the finalisation of the Buzi Watercourse Sharing Agreement and advancement of negotiations on the Save Watercourse Sharing Agreement as well as the preparation of the Road Map for the establishment of the BUPUSA Tri-Basin Institution (RBO). On the second phase of BUPUSA supported by USAID Resilience Waters Programme he was appointed Project Coordinator/consultant to facilitate the finalisation of the negotiations on the Save Shared Watercourse, BUPUSA Establishment and Hosting Agreement and preliminary work on establishment of the Transboundary BUPUSA stakeholder form.

He has worked as a water resources consultant on a number of projects in the region and has also co-published a number of articles including on Environmental flows.
