Building Climate Resilience in the SADC Water Sector

The Intra African, Caribbean, and Pacific (ACP) Global Climate Change Alliance Plus (GCCA+) is a programme funded by the European Union to increase the capabilities of Southern African Development Community (SADC) Member States and countries in the ACP region to mitigate and adapt to the effects of climate change, and have their voices better heard in international climate change negotiations.

The specific objectives of the GCCA+ Programme are to strengthen the capacity of Member States to implement commitments taken under the Paris Agreement, mainstream climate adaptation and mitigation in national sector strategies, and to access climate finance. The GCCA+ aims to increase the capabilities of SADC Member States to mitigate and adapt to the effects of climate change, in support of the achievement of the Regional Indicative Strategic Development Plan (RISDP), Africa Agenda 2063 and Sustainable Development Goals (SDGs).

GWPSA was implementing the Building Climate Resilience in the SADC Water Sector project under the GCCA+ programme on behalf of the Southern Africa Development Community (SADC) Secretariat. The Geographical focus for the Global Water Partnership Southern Africa (GWPSA) under the GCCA+ spans all 16 SADC member states.

Project Timeline

The project ran from May 2021 and June 2023.

Objectives

The overall objective of the project is to increase the resilience of SADC Member States (MS) against the effects of climate change through improved water security interventions.

The specific objectives of the project are:

  • Strengthening the capacity of SADC Member States in articulating water security issues in climate negotiations.
  • Strengthening the capacity of SADC Member States for implementing water-related NDCs and Adaptation actions.
  • Building the capacity of SADC Member States to access climate finance.

Results achieved

The outcomes achieved in the project included:

  • A technical document on integrating water into global climate negotiations and a case study providing a practical methodology for integrating water into climate negotiations.
  • Training of SADC Group of Climate negotiators and water experts on how to apply the technical document and case study to strengthen their articulation of water issues in global climate change negotiation processes.
  • Development of technical documents to assist in implementing water components of the Nationally Determined Contributions in Zambia and Malawi.
  • Implementation of Water, Energy, and Food nexus projects in Malawi and Zambia. These demonstration projects provided solar-powered water for productive and domestic use in Katapiza and Kamuyisa rural areas.
