Country Assessment Expert for IWRM and Water Security in Cambodia

Introduction
The Asian Water Development Outlook (AWDO) was initiated in 2007 by the Asian
Development Bank (ADB) and the Asia-Pacific Water Forum (APWF), to highlight the
status of water security in the Asia-Pacific region. Four editions of the outlook report have been published in 2007, 2013, 2016, and 2020 respectively.

AWDO is a global benchmark for quantifying water security and significantly attributed to the extensive and long-term involvement of numerous academic, government, and
industry organisations from various countries. This sustained collaboration has been a
key factor in the development and evolution of AWDO.

In January 2025, the Global Water Partnership Organisation (GWPO) signed an agreement with the ADB to collaborate in preparation of AWDO 2025. One of the deliverables is the Country Assessments on the country water security scores, as evaluated by the AWDO Key Dimensions (KD) of water security, and their relationship with IWRM, as evaluated through SDG indicator 6.5.1. These assessments are to be conducted in Nepal, Bangladesh, Tajikistan, Pakistan, and Cambodia. The project runs from January to June 2025. Global Water Partnership Southeast Asia (GWP-SEA) is engaged in the Country Assessment for IWRM and Water Security by employing a local expert in Cambodia to conduct in-depth analyses.

Objective
The purpose of the Country Assessment Expert in Cambodia (hereafter Expert) is to:

  • Conduct a comprehensive review of Cambodia’s water security status in alignment with the AWDO Water Security Key Dimensions.
  • Correlate these findings with the country’s progress on IWRM, referencing SDG Indicator 6.5.1, to understand if improvements in IWRM implementation might explain improvements in water security.
  • Produce a clear, concise, and evidence-based assessment report (5–10 pages) for Cambodia, detailing findings, key challenges, opportunities, and recommendations.

The Expert in Cambodia will integrate knowledge of local contexts and data sources to
ensure the assessments are accurate and actionable.

Scope of Work and Tasks
The methodology of the country assessment will rely on numeric data provided by the ADB KD teams and include a narrative analysis of the pressures and state of water security. "Pressure" refers to human activities, natural events, and underlying social, economic, and cultural factors creating stresses on water security, such as population growth, economic development, policy settings, infrastructure, and institutions. The "state" refers to the current condition of water security as influenced by these pressures and the resulting impacts on people and the environment.

Under the guidance of GWP SEA Deputy Regional Coordinator and in coordination with relevant the GWPO Senior Water Resources Management Specialist and GWP Regional/Country Water Partnerships, the Country Assessment Expert will:


Review and data collection

  • Review the AWDO methodology, indicators, scoring criteria and draft country scores (these numeric scores will be provided by GWPO).
  • Conduct desktop research to gather, as secondary data sources, recent, country-specific data related to the five indicators and sub-indicators of the water security dimensions (namely household water security, economic water security, urban water security, environmental water security, and resilience to water-related disasters), for the purpose of validating the draft country scores. 
  • Review the relevant information based on the desktop study on national frameworks, policies, and institutional arrangements for IWRM implementation, referring to the SDG 6.5.1 results (including the latest official SDG 6.5.1 survey and country stakeholder consultation reports, when possible).
  • Prepare a brief proposed methodology and workplan for the purpose of the data analysis and synthesis, outlining the process and timeline to undertake the country assessment.

Data analysis and synthesis

  • Analyse the country’s draft water security scores (global and key dimension scores) in the context of AWDO to confirm whether the draft scores are appropriate.
  • Assess the interaction between the existing water security status and the level of IWRM implementation, referencing SDG 6.5.1 results, over the time series available.
  • Identify gaps, constraints, and opportunities for improving water security and IWRM implementation based on the existing status assessment.

Stakeholder consultations

  • Engage with the relevant ADB office(s) (where feasible) to ensure their alignment between this approach and the ongoing Country Partnership Strategy.

Country assessment report

  • Prepare a 5–10 page report (excluding annexes) in English, following the template that will be provided, summarising the methodological approach, key findings (gaps, constraints and opportunities), trends, recommendations, and lessons learned, and including an executive summary.

Collaboration and reporting

  • Under the supervision of the SEA Deputy Regional Coordinator, liaise with the GWPO and ADB teams, as well as GWP Regional Coordinator/Country Water Partnerships, to align the country assessment with AWDO 2025 and GWP objectives.
  • Attend virtual coordination meetings and provide updates on progress, challenges, and preliminary findings as needed.
  • Submit final deliverables (including datasets, reference documents, and stakeholder consultation summaries) by agreed deadlines.

Expected Outputs

  • Work plan (2 pages): Proposed methodology and workplan for the purpose of the data analysis and synthesis, outlining the process and timeline to undertake the country assessment. This should be ready within two weeks of signature of the contract. This should be available no later than 5 days after signature of the contract.
  • Interim report (3-5 pages): Brief on progress preliminary findings, highlighting bottlenecks and opportunities. This should be available at the latest by March 31st, 2025.
  • Final country Assessment Report (5-10 pages): following the template provided, summarizing the methodological approach, key findings, trends, recommendations, and lessons learned, and including an executive summary. This should be available at the latest by April 30th, 2025.

Supervision
The Country Assessment Expert will work under the direct supervision of GWP SEA Deputy Regional Coordinator and in coordination with the GWPO Senior Water Resources Management Specialist, Water Solutions for the SDGs. The expert will also coordinate closely with:

  • The designated focal point from the relevant GWP Regional Coordinator/Country Water Partnership.
  • The ADB technical team, as required, to ensure consistency with AWDO 2025 methodologies and objectives.

Progress will be monitored through regular virtual meetings, periodic progress reports, and review of draft deliverables.

Transfer of Fund
The ceiling rate for this consultancy service is 2,000 Euro (tax and other cost are
inclusive).

  • Fee structure: the expert’s total consultancy fee will be a lump-sum based on a daily rate, commensurate with experience and local market rates. It is expected that five full working days will be required for the purpose of delivering the products mentioned in these terms of reference. It is to be noted that these five working days may be needed over a period of up to two months from signature of the contract.
  • No travel or related costs are expected as part of this consultancy. 
  • Payment schedule: payment will be made after successful delivery of the stated deliverables.
  • Exact details regarding remuneration, travel, and other expenses will be negotiated and agreed upon in the contract to be signed with the corresponding GWP Regional Water Partnership.

Qualification
Prospective candidates must demonstrate:

  • Academic background. 
    - Advanced university degree (Master’s level or higher) in water resources management, environmental science, public policy, development studies, or a related field.
  • Relevant experience. 
    - At least 10 years of professional experience in water resources management, integrated water resources management (IWRM), or related sectors.
    - Demonstrable experience in quantitative and qualitative data analysis and report writing.
    - Familiarity with AWDO or similar water security frameworks is highly desirable.
  • Technical skills.
    - Strong analytical skills with the ability to interpret complex data on water security.
    - Knowledge of SDG 6.5.1 monitoring, water governance, and policy contexts in the country of assignment.
    - Excellent writing and presentation skills in English; knowledge of local language(s) is an asset.
  • Personal competencies
    - Ability to work independently, as well as collaboratively in a multicultural and virtual environment.
    - Strong organizational skills to manage multiple tasks within tight deadlines.
    - Effective communication and stakeholder engagement skills.

BACKGROUND

The Global Water Partnership (GWP) is a global action network of partners supporting countries and regions in the sustainable development and management of water and related resources worldwide. GWP’s vision is for a water secure world, in which communities are protected from floods, droughts, and water borne diseases, and where environmental protection and the negative effects of poor water management are effectively addressed. The GWP Network is supported and guided by the Global Water Partnership Organisation (GWPO), an intergovernmental organisation based in Stockholm, Sweden, which supports the Global Water Partnership through the structures established to group the Global Water Partnership Partners.

GWP provides its Partners around the world with a neutral platform to uphold the values of inclusiveness, openness, transparency, accountability, respect, gender sensitivity, and solidarity.

GWP Southeast Asia (GWP-SEA) is a Regional Water Partnership (RWP) within the GWP Network. GWP Southeast Asia brings together governmental, non-governmental, educational, private and civil groups and all water related institutions and sectors from countries in the region currently including Cambodia, Indonesia, Lao-PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. GWP-SEA works closely together with the Regional Water Network and Institutions covering countries of the region such as APWF, UN-ESCAP, AWC and other entities for purposes of supporting countries in the sustainable management of their water resources. The GWP Partners constitute the GWP General Assembly of the regional network bringing to the network expertise, experience, information and commitment to facilitate an integrated approach to water resources throughout the region.

 To deliver its work in the region, GWP Southeast Asia has a governance structure with the following components:

  1. Country Water Partnerships (CWPs): it is a network of partner institutions in each country within the region which believes in the GWP principles and form a national platform to advocate and implement GWP values for the sustainable management and protection of water resources.
  2. Consulting Partners: it is the representative body of the regional network of CWP partners which meets every two years to set strategic directions and policies.
  3. Regional Steering Committee: it is the executive supervisory body constituting representatives of the CWPs in the region which, under the leadership of an elected Chairperson, provides strategic decisions and guidance to the Regional Secretariat (approves work plan and budget) and is responsible for supporting fundraising initiatives aiming at ensuring the financial sustainability of GWP Southeast Asia.
  4. Secretariat: A small secretariat responsible for the overall co-ordination and the day-to-day management and administration of the Regional program activities. The secretariat is hosted by PT Binatama Wirawreda Konsultan , which is based in Jakarta, Indonesia. The secretariat is headed by a Regional Coordinator. GWP Southeast Asia has been implementing various programs related to integrated water resources management (IWRM) and climate change adaptation for more than a decade. The region is expanding its program activities to contribute to the new and emerging global and regional challenges.

SCOPE FOR THE POSITION

The Regional Co-ordinator (RC) is the head of the Regional Secretariat based in Jakarta and is accountable, inter alia:

  1. To the Regional Steering Committee (RSC) and its Chairperson for the implementation of the Regional Work Programme, strategic direction and development and ensuring the support to the GWP Regional Water Partnership and the GWP Country Water Partnerships in the region to achieve their goals to attain water security.
  2. To GWPO for maintaining a close and effective relationship with GWPO in relation to planning, implementation, reporting, financial management, administration of the Regional Work Programme.
  3. To the Host Institution for the performance of the host institution Agreement.

SPECIFIC DUTIES

Regional Programme

  • Based on the Regional Strategic Committee strategic direction, be responsible for all aspects in relation to development, planning, implementation, reporting, financial management and administration of the Regional Work Programme, in collaboration with the GWP Partners in the region and other strategic regional funders and/or institutions.
  • Develop, strengthen and maintain effective working relationships and synergies with co-operating allies (donors and lead regional partner institutions) and Country Water Partnerships (CWP) where they exist.
  • Be proactively responsible for fundraising for work plan activities including networking to find fruitful partnerships with other organisations and coordinating preparation of project proposals.
  • Ensure aligment to GWP strategic framework of programmes and projects undertaken in the region on behalf of GWP, including the supervision and provision of guidance to Programme/Project Managers.
  • Establish and coordinate the functions of a regional group of technical experts to assist with the implementation of the Regional Work Programme.
  • Ensure effective networking, communication and information sharing among GWP Partners and the CWPs within the region, which includes the promotion of lessons learnt between the GWP Partners, the CWPs, other RWPs and GWPO;

Management of Regional Secretariat

  • Be responsible for the management and administration (including human resources management) of the Regional Secretariat, in collaboration with the host institution and GWPO, to ensure a high quality professional service to the RWP, CWPs within the region, GWPO and regional GWP Partners.
  • Ensure the Regional Secretariat is staffed with high quality professional and motivated staff.
  • Manage the Regional Database of Partners on behalf of GWPO.
  • Co-ordinate, liaise and work very closely with the GWPO Network Officer for the region to ensure timely submission of regional inputs, development of synergies within the GWP Network and knowledge sharing across the GWP Network.
  • Co-ordinate, liaise and work very closely with the host institution for the Regional Secretariat in order to ensure efficient and effective operations in the Regional Secretariat.

Regional Governance

  • Report to the RSC on the progress of the RWP activities with quarterly reports (both narrative and financial).
  • Act as Secretary to the RSC and to the General Assembly, taking part in meetings with the right of voice but without vote.
  • Call the meetings of the RSC at the request of the Chair, as well as organise and prepare the necessary documents for all governance meetings.
  • Support the RSC to ensure compliance with the Conditions for Accreditation and the RWP statutes. This includes all RWP governance duties and the expansion of the GWP Partners base.
  • Liaise and consult with the Chair of the RSC on matters relating to the fundraising and implementation of Committee decisions.
  • Any other responsibilities as assigned by the RSC Chair.

QUALIFICATIONS

The ideal candidate for the position of Regional Coordinator should have the following qualifications and abilities:

  1. Individual from one of Southeast Asia countries
  2. Advanced degree (M.Sc. degree and above) in any or combination of the following fields: natural science, water management, economics, development studies, environmental and social sciences, engineering or any equivalent educational background.
  3. At least 7 years relevant experience in working with implementing large development programmes. The candidate must be familiar with and have sound knowledge and skills of planning, monitoring and evaluation of projects and programmes mainly in the field of water resources management and environment.
  4. Knowledge of the international context of IWRM and the major international organisations involved, including the aid agencies will be an added advantage.
  5. Strong managerial leadership skills are essential including excellent organizational and analytical capabilities, setting priorities, take initiatives and complete work plan deadlines.
  6. A flexible, diplomatic, friendly and cooperative personality with a sensitive approach to national and regional political environments.
  7. Ability to network at high political levels and across the Region to secure financing for the Regional Water Partnership
  8. Good understanding of national governments economic development processes and experience of working with governmental development programmes
  9. Fluency in English, written and spoken. Knowledge of other regional languages is an advantage.
  10. Effective PC skills (Excel, Word, power point, etc.)
  11. Not a person who is currently serving as Chair or SC member. Persons who are serving as Chair or SC member cannot become the Regional Coordinator to allow for new expertise in the management of regional affairs.
